If passed, law enforcement will be able to access internet company's (Bell, Videotron, Rogers) customer information such as:
  • client's name.
  • phone number.
  • IP address.
  • web data.
With this one can find out:
  • what web sites an individual has gone to.
  • someone's surfing habits online.
  • what videos they're viewing. 
  • what content they read. 
They will not be able to:

  • Read your email.
  • Access data on your computer
I know there is already a lot of controversy around this, but if you take a closer look at Google, and there ADs technology, Google already does this.
